You aren't, not really. The original message said the docs had
been created in Word and later converted to Frame, and that
substantial revision and enhancement had been done using a
number of Frame features like conditional text. But it also
asked for help convincing management to "continue" using
Frame. My impression was that whoever originally convinced
management to bless the changeover to Frame neglected to
mention the fact that nobody else in the company would be
able to do anything with the source files unless they also used
Frame, and that management, unhappy with the incompatibilities,
was thinking about making the writers go back. That may not
be the actual situation, but it was my read from the original
message.

I am sorry if I have been mistaken. I thought the existing docs are
presently done in Frame and that it is his management that is
considering a change to Word.

That would in either eventuality make a considerable difference...
