You missed my point.

I wasn't asking about development tools, presentation formats, or delivery
mechanisms.

I was telling the previous poster (Donna Jones?) that a web-based help
system's need for Internet connectivity is not a drawback when it documents
a web-based application. You have to be connected to the Internet to run
the app, so you're most likely connected when you want to read the help.
