Ask the developer if he could do electronic markup of a compiled C
program. Since the .chm is a compiled file also, it is unlikely
without going through some other process entirely.

I am surprised, though, that he would be getting the compiled .chm for
review rather than the individual HTML pages that make up the project.

To me, that would be by far the most efficient method--especially if
you specify the manner in which the comments are to be done within the
HTML file so that you will not miss anything in doing your
corresponding edit.

All the other methods suggested--including doing a .pdf of the .chm
merely add unnecessary work to the process.
