Several announcements like this can be read any week on sites such as
Newsforge or Linux Today. So far, they're relatively rare in North
America on the state/provincial or federal level, which is why this one
is getting a lot of play. But they are becoming common in Europe and in
developing countries. You sometimes hear announcements about North
American counties or cities, too, as well as a lot of universities and
colleges.

I've been involved with free and open source software for almost seven
years now, and I can say that the pace is definitely accelerating.
Partly, it's a matter of cost, but mainly it's a matter of access (that
is, why should your ability to read documents from a government or a
public institution be dependent on your ownership of any company's
software?).
