Say what?

If the journalist really does mean "epicenter", and writes "epicenter",
then it's a literalism, not a metaphor.
If the journalist isn't referring to an earthquake but means to evoke a
situation characterized by chaos, panic, and disruption, then it's a
metaphor.

means "metaphorically."
