I would err on the side of adding multiple entries so your users don't
have to look through 5 or 10 pages of (assumingly) tiny text to find the
one index entry that they may be looking for. If the users can't guess
what something is listed under in one or two tries, they may give up on
it entirely and dub the entire manual "useless."

Even the best information is no good if you can't find it when you need
it.
