My standard is to use nouns as index terms, and with two forms that act
as nouns, I prefer the real one over the grammatical one. So Index entry
No. 1 is what I would use.

is more granular than


This is a standard I learned on the job. I don't know if it has any
basis in usability research.

I wouldn't include both forms. My expectation is that most users will
look through the index and figure out how it's organized. If the style
of Users > adding is consistently used, the reader will know how to look
up most information.

And, as you say, users is more specific than adding.
