My first thought is, why can't the users find things?
Is it because the document-locating interface doesn't
list everything, or because the users don't know where
the interface is, or because there is no interface?

Is it because the users don't know how to how to use
Web browsers? (That may seem like a spurious question,
but I've seen situations where that was the case.)

What kind of documents are involved? If the situation
indicates a need for regrouping the documents in a
more-understandable arrangement, the natures of the
documents must be considered in setting up the
