See Dave, this is exactly what puzzles me--isn't it much better use of
the TW's time to have version management software track these changes?
Ah, well at least you didn't have to include your change history as
front matter.

I work for the government. This is the first job I've had working for
the government. Before that, I worked for 10 years in commercial. Nobody
told me to track every single change I made, so when I found out I
needed to compile my changes, I ended up needing to do a compare docs in
FrameMaker, and make a notation of each and every punctuation, spelling,
grammar, and other change. My spreadsheet detailing these changes was
over 30 sheets long!
