One thing that you can try is a temp agency such as Manpower. Some of
them have short-term tech writing jobs available that don't tend to pay
much, but they can get you some much-needed experience. They may ask for
a lot of experience when they post the job, but they usually know they
can't get it for what they're looking to pay. Those jobs make good
stepping stones, though.
