Siebel iHelp

I am wondering if anyone has had any experience with Siebel iHelp. I have
been looking at the Siebel site, specifically:
http://download-east.oracle.com/docs/cd/B31104_01/books/AppsAdmin/AppsAdminiHelp.html

However, I have a couple of questions for anyone out there that has had
experience.

1. Are there any tools that can create iHelp. I notice that it can
import/export XML, not sure if there are any tools like Flare, RoboHelp,
Doc-to-Help... that folks are using to create iHelp.

2. Any watch-outs or words of wisdom for someone looking to take on an iHelp
project.
