Unfortunately, I've never been able to make this work with WebHelp output. I suppose it was even a daunting task for the RoboHelp developers. I say that because the last release of RoboHelp offered FlashHelp output that actually contained the MOTW, while WebHelp didn't.

Your idea is a good one, but I've actually tried what you suggest with adding MOTW to all the HTML files in a WebHelp system. Unfortunately, I think some of these are dynamically created, as this failed to produce a system that would work fine locally.

I'm not sure if it will work with Robohelp files, though it should since
they are just html files.
You need to add the "Mark of the Web" or the line <-- saved from
url=(0012)about:internet --> to the head of each file:
