about FrameMaker 7.2

1. Can you assign shortcut keys to paragraph or character tags? You can do
this in Word but I don't know how to do this in Frame.

F9 gets you keyboard access to the paragraph catalog. Press F9
then the first letter of the tag's name, and you'll see the name
in the status bar (bottom, left of window); press Enter and you'll
apply that tag to the current paragraph. If more than one tag
begins with the same letter/number, pressing the letter/number
additional times steps through the choices in alphabetical order.

Character tags work the same way, except with F8 instead of F9.

2. Can you create macros for Framemaker (Windows)?

No, but you can create scripts for FrameScript, which are better
than macros.

3. Has anyone used FrameScript or Macro Express? Would you recommend it?

Yes (FrameScript) and yes.
