I would not do this, nor would I recommend it. If the
person in question was really a poor performer, the
last thing I would want is for someone else to hire him
or her based on my reference. Give enough of these
sorts of references and eventually a reference from you,
even a glowing one, will have no credibility at all.
You need to think about your own reputation in the
profession and put it before your desire to avoid
having a conversation you'd rather not have.

I only do two kinds of business/professional
references: heartily positive, or none at all.
If I got a call from someone I knew well about
someone I had chosen not to provide a reference
for I might give a personal off-the-record warning
to avoid if my experience was sufficiently negative,
but thankfully I really have had no hires bad enough
that I would feel the need to do that.

A common way of dealing with requests for references in such circumstances
is to provide a reference, and in it you say what good things can be said
about the person and you remain silent on the shortcomings.
