Let's just take it at face value: It means that your former client (a)
has a job opening and (b) trusts and respects your judgment about who
would be qualified for it.

It *may* be a coy way of the owner asking you if you are interested in
the job without directly asking you. For example, if you have worked
as a contractor or consultant in the past and this is a staff
position, he or she may be assuming (incorrectly?) that you're not
interested in a staff job, and so this is a way of asking you without
really asking.

If you are interested in applying for the job, you should be very well
positioned to do so (good relationship, someone they already trust.)
And you should reply with an e-mail that says something like, "Wow,
that's a really interesting job description, and I think I'm very well
qualified for it; I'd like to talk to you about filling that role
myself." Or even better, call the owner on the phone and have a
heart-to-heart conversation.

If you're *not* interested in applying for the job, but have someone
to recommend, by all means do so; never pass up an opportunity to do a
favor for someone you have done business with in the past, because you
never know what the future might bring, and people who are worth doing
business with tend to remember those who help them.
