Technical writing is *exactly* like engineering in which analysis
of requirements precedes formal design (document outline) and
implementation. If you are in an environment where this is not
the case, either your technical writing process is dysfunctional
or, worse, your company's product development process is.

In order to have specific, measurable objectives, specific, concrete processes are required. That is where you are going to run into problems as a TW. It is not like engineering where formal analysis preceeds formal design - it is, for most, an art.
