In California, defining a bonus in that manner (the term is "at-risk pay,"
instead of saying pay is "salary plus bonus," a percentage of the annual
salary is said to be dependent upon the company and/or employee
meeting goals) excludes it from the higher flat tax rate on bonus
payments so that it is recorded as regular W2 wages and taxed at the
employee's normal income tax rate instead.

If a company is going to start playing with definitions by making a "bonus"
part of the compensation for normal work, then they are going to take
liberties with other definitions as well -- and I am on the bus and outta
there because they don't got no ethics. Abuse never gets better.
