I always make a point of having HR send me their rejects as well as their recommendations, especially if the HR
person and I have not worked together very long. But the
HR rejects sit in a folder in my drawer ready to be checked
over in case none of the recommended candidates work
out. If one does, they end up getting tossed (HR still has
copies, of course).

Well put. When I was in a hiring position, I didn't immediately round file any resume just because it was longer than two pages. We all have tight schedules, but that doesn't preclude eliminating excellent candidate just because they have an extensive and varied background. Unfortunately, as I found lately, HR tends to do the first pass and their motto seems to be "more than two pages and yer out."
