You need to edit the TOC 1 style, which you can access most readily by
opening the style pane (2003) and placing your cursor in a TOC 1 paragraph.
In the paragraph formatting, set a hanging indent to accomodate the number.
You might also need to set a tab for the beginning of the heading text,
depending on where the text falls.

Sorry, need more detail on this one.

Are we still in the TOC? Have you checked the style definitions to see
whether space before or after has been set? Did you at any time press ctrl+0
to add a single blank line above the paragraph?
