Look, every so often I have to assert that I DO like Word. One of the reasons is that (at least up to Word 2007) it was almost completely extensible and customizable.

While it's not a simple "click this check box" solution, but you can remove all the formatting commands, buttons, and keyboard shortcuts you like from the GUI for a given template and its derivative documents, without using any macros or having any impact on the GUI seen in other documents.
