You ask for a letter of recommendation when you are being
let go, not for cause, but as part of a general downsizing
or similar event that is moving many bodies, not just you,

when you are leaving for another city or country, preferrably
because your spouse (the diplomat) has been transferred, and
you kind hafta go even though you'd like to stay, and

... they'd sincerely like to keep you but...

If you are leaving of your own accord, then either:

a) it's a relief to them (you weren't as appreciated as you
might have wished/imagined) :-)

b) you are a star, but are abandoning them at a bad time
(when is it ever _good_ to lose a good employee??)

so, why would they _want_ to give you a glowing recommendation
in either of those cases?

Other folks might have different approaches.
