Using a tool such as FrameMaker, does force you to use the DTD as it
is designed. Overriding the DTD is very difficult.

On the other hand, using a tool such as FrameMaker to produce a
structured document isn't very difficult at all. And it doesn't
require that all the writers become programmers conversant in that
language. Just as not all writers using FrameMaker are required to
learn how to do more than apply the tags.
