With regard to the risk of layoff, you can't guarantee that won't happen
whether you stay or move - you may still end up in a project which is axed.

What I would suggest is that you speak with your manager about it, and tell
her that you are interested in the new position and would really like to
have a trial at it. If it turns out well, then you'd like to stay in the new
position. If it doesn't, you would like the option to move back to a pure
techwriting position similar to the one you hold now.

Managing a group of people isn't everyone's cup of tea. If your manager is
wise, this will be a "best of all worlds" solution for her, in that she will
be promoting from within the staff (always good for morale and saves on
recruitment costs), and will have the option of putting you back to a
position she knows you can handle in the event that it doesn't work out.
