Generally, accuracy is much more important, and as
others have written, there are instances where it can
be a matter of life or death.

But, for the sake of argument, there are also
instances where it doesn't matter very much: for
example, if the manual isn't really necessary to
understand a product, and it's really just part of the
package for marketing purposes. In such cases, it's
possible to imagine that good writing, and I'm going
to extend this to form in general, might be more
important than content accuracy.
