Check to see whether there's a chapter of the Association of Proposal
Management Professionals (http://www.apmp.org) near you. Both the
international APMP group and many chapters have websites with good resources
for people who are interested in pursuing this as a career.
Here are two interesting things about proposal writing.
(1) Most people hate doing it; if you like it, and can convey your
enthusiasm for it, you can get hired pretty easily, in my experience.
(2) Most organizations don't put proposals together all that well; if you
are in a sales situation where the written proposal can really make a
difference (not all jobs that go out for bid are in this category!) then
*you* can really make a difference.
