I'm used to my U.S.-based clients provided 1099's for tax purposes. What I'm now wondering is what do I do if my clients are non-U.S.-based?

I believe that the 1099 is provided by US companies to (1) report to the
IRS that they paid you the money so that (2) it becomes a legitimate
expense for them.

Similarly, if we sub work to someone, for amounts over some minimum, we
must provide them a 1099 with a copy to the IRS. Else we can't claim
that as a business expense.
(I think)
