Word Footnotes insert hard returns

Hi, everyone. When I insert a footnote, Word inserts two returns after the rule and before the footnote text. I can't select and delete the returns, nor can I figure out why Word is inserting them in the first place.

Does anyone know how to delete the returns, and how to stop Word from doing this at all?
