Maybe they don't want to tip off competitors that they are hiring
because it may indicate that they are working on a particular project,
maybe they want to avoid having their name harvested by othjer
agencies, or maybe they want to avoid the avalanche of resumes and
want to keep control of the process.
Why must anything that deviates from the norm be considered nefarious
or devious?

Is this a scam--like where a recruiter is only pretending they have a job but is really resume fishing? Or are they too ashamed to admit they need *gasp* a writer/editor? Who would want to work at a place like that? Maybe I'm just reading too much into it, but it does seem fishy.
