There seem to be a couple of issues conflated here:
1) Having version control.
2) Having documentation files available to everyone who needs them.

We keep documentation source files (including .html, .xpj, .fpj, etc)
under version control, then put the RH-generated output on a server
where any programmer or process that wants it can pick it up. The
generated documentation is not itself under source control - that would
be redundant and invite synchronization problems.
