In Canada, the gov't are fairly explicit about use of the SIN:

" Some private-sector organizations may ask for your SIN. This practice

I thought it was illegal for any company except an employer or bank
to require the SIN, though not to ask for it. Look like I was wrong;
you cannot prosecute them, only complain to the Privacy
Commissioner.
