Is your FrameMaker source formatted solely with paragraph and
character tags, or are there a lot of overrides?

Have you mapped the FrameMaker tags to RoboHelp styles?

Personally I'd stick with FrameMaker and do single-source output with
MIF2Go, which doesn't require any reformatting, and automatically
generates CSS that makes the output look the same as in FrameMaker,
even for overrides.
