I don't know if this is an option for you: There is a product named WebWorks Publisher which is designed for converting FrameMaker files directly into help systems. It provides a very extensive set of functions for mapping the Frame paragraph and character tags into styles for the finished output. I used it years ago and while I did have to spend a significant amount of time tweaking the mappings, once I got them right the converstions were pretty close to flawless.

I remember that WebWorks would output the Frame files as either a CHM file or as Java help. I believe it had other output formats but I don't remember anything about them because I never used them.
