I've never seen Framemaker have a problem with XP SP3, though it never
hurts to reboot.

If the files used to work correctly, and haven't been moved, it's not
likely a permissions issue.

Importing graphics by reference is best practice, but again, if the
file used to save correctly, that's probably not the issue.
