True pagers are tried and true technology, and any of the emergecy alert
notification systems I've seen (and certify people to use, btw) that hit
the targets you are talking about include capabilities to ping pagers.

The stuff that NYALERT does is not for that same demographic though. They
are hitting the civillian population, the people who, 10 or 15 years ago
would only have been getting the message through thier local media outlets
(TV, Radio, Newspaper). In my opinion th fact that NYS is forward thinking
on this is seriously super fantasitc. They can reach a broader audience,
and many people they simply would not have reached before. It's the EBS for
the iPod generation.

With twitter, it's subscriber focused. That is, the audience pinged at any
given time is the number of people following the account. Broadcast one
messae and hit thousands all at once, and assuming your pager can reply to
an sms message you sure could include your pager as the device to recieve
your tweets. I can see it now set up a seperate account to follow just
emergency alerting channels and use your pager as the receiving device.
Nifty!

Are there limitations to using twiter to this purpose? Sure there are, but
no more than the limitations of tradional civillian EBS. After all with the
traditional EBS you don't get the message if your TV/Radio isn't on.
