Regarding RoboHelp, there is at least one arguably superior alternative:
Flare. You should check it out before you decide which tool to use.

Hi there

It depends on what you want your end user to have.

If you want a single file to give them, use Microsoft HTML Help to
create a .CHM file. This means they will each copy the CHM to their
local PC and run it from there.
If you want a system for them to place on a server, you likely want
WebHelp or FlashHelp. This will result in more files than you actually
began with to make it work. In this case you give them all the files and

folders you find in the !SSL!\WebHelp or !SSL!\FlashHelp output folder.

PDF just sucks big ole rotten swiss cheese as a help medium. Have you
ever waited eons for a PDF to open? Then try to find what you are
looking for inside it if you are in a hurry? There simply is no
comparison between PDF and Help Systems. Now if you want the end user to

be capable of printing a manual, PDF is useful.
