Even if the user deletes Normal.dot, it gets overwritten every time they log
in.
In Word 2007, file locations are managed here:
MS Office button > Word options > Advanced
(scroll to bottom of dialog)
File locations
For our purposes, I instead created a shortcut to the network folder where
our templates are stored in that same %USERPROFILE% directory. Word resolves
the shortcut to the folder location when I click File > New, avoiding the
whole notion of workgroup templates.
