Explain to the PM that we base standard tech comm practice on the
belief that readers understand better when we stick to active voice,
present tense.

Your sentence is fine as is, but your PM is concerned that "is
exceeded" sounds more like an ongoing event than a trigger. You can
clarify this by going into more detail -- if that's appropriate for
the intended audience.

For example, you might say

When the application detects a violation of the spool limit, it stops
the Windows Installer service. ...RM
