Windows 7 security quirk, or...?

Picture downloaded from the Web to a local folder. I can open the
picture using Paint, Paint Shop Pro, etc. -- all of them see the file in
that folder and open it just fine. But Windows Explorer refuses to show
it in the folder -- refreshed, restarted, etc. -- no go. I have
Tools=>Folder Options set to show hidden files, so that's not it.

Any ideas? Or should I stump Woody's Lounge again with another Windows 7
Explorer issue? (They couldn't solve the last three.)
