My Spidey Sense is tingling.
How can you work up P&P info for your client if he's not making
himself available? You need to talk to him to get the info needed for
the documentation. It's his business; you're just documenting his

I have solid background info on this client; but, without direct access to any documents, how do I determine optimum outline headings and (or) content choices re: inventory? Note: The client has not implemented a business plan or any product/services/customer inventory, and he is seldom available for interviews.

The segments of your business likely to be documented include products and services, customers and inventory, and equipment and labor.
