I find MS Office Picture Manager to be a great tool, especially for batch processing (eg. Changing .bmp to .tif files).

Also, I shy away from the Office Picture Manager, although I can't report
that it's no good.

My method is first save the image as a TIF in MS Paint (or PAINT.NET). Once
it's in the correct format, my experience has been that resizing the image
doesn't distort or pixelate it.
