Well, there's Dropbox (free and easy), FTP (free from most ISPs if you
or they have a web site, easy for most), and a few other file transfer
options you can explore.

I would not limit the type of deliverable unless it's dictated by the
assignment, personally. I also would require ALL students to follow
the same file transfer protocol, as it teaches another basic skill.
