I learned Flare by reading the online help and other materials that come with Flare, and trying it out. The online help in particular is pretty extensive, and I usually find it pretty good. The Flare forums (http://forums.madcapsoftware.com/index.php) are useful. With a maintenance account (I think my client had the lowest-level "bronze" account), I could also ask tougher questions of Madcap support reps.

I have never taken any Madcap training. It's probably good stuff, but Madcap likes to make a buck and is good at it (which is fine with me). There may be a book or two on Flare also but I didn't use them. But books are usually good also for learning.

course, but the tariff looks too steep.
