Why not just draft a high level outline in any editor of your choice (even
Notepad) and then build the project in something like Robo or MadCap? The
outline draft would just help you solidify your ideas of how to construct
the project.

If moving the topics around, that's very easy to do in Robo and MadCap. You
can then output to Word if you need to. I'm not certain what the current
costs are for Robo or MadCap, but the investment would be worthwhile.
