Frame oddity

I ran into something strange with Frame and I wondered if any of you had ever encountered it. I have a document with superscripts in headings and chapter titles. These are done with a superscript character tag so the superscripts carry over into the TOC. The TOC is set up to make hyperlinks. When I make a pdf, the links only go up to the superscripted character. The text to the right of it isn't a link. Any idea what's going on or what I can do about it?

I appreciate any input you can give me.
