This is pretty much universal. Government auditors cannot accept anything
of material value, including food or drink. This extends even to paying
out of their own pockets in company cafeterias, because most are subsidized
to some extent by the companies.

Lunch is a special case. We've had some very friendly and non-robotic FDA
auditors come to our company, but they never join us for lunch.
There are apparently strict rules about not accepting any food or drink
from us besides water. They often bring a bag lunch and find someplace
private to eat it. This practice might extend to other government auditors
outside the FDA.
