So is this some sort of internal office politics squabble? Or is everybody
involved really incapable of understanding the difference between
operator-performed maintenance or maintenance that needs to be performed by
qualified service personnel?

I spent about 10 minutes pondering your question, and maybe it's just that
it's Friday and I haven't had any chocolate yet, but I can't think of
another way to say "maintenance" that doesn't sound like it came out of a
Dilbert cartoon or a DoD contracts office.
