It is a lowercase letter o.

Wingdings isn't Web-safe. Firefox doesn't support it.

Word's choice of bullets is hokey. The solid bullet is a solid bullet ASCII bullet, the next level bullet is the letter o, and the third level bullet is a special character. Why do they do things in such a way that portability in other programs and platforms becomes an issue?
