RegexBuddy and RegexMagic are well-regarded tools for Windows.  Each costs $40, but there's a free trial:

Roy Osherove's Regulator and Regulazy are free and powerful, but their user interfaces are unusual (and each is differently unusual); you'll need to read the help:

Also, there are numerous online sources for prebuilt regular expressions.  RegExLib has a lot:
