Hi Debbie

A complex is a collection of buildings that work together in some way. Your phrase is asking: When the floors of the buildings in the complex have been finished, how far above the average sea level will the floors be? This is measured in meters.

The floors of different buildings may be at different heights, especially if the site's on a slope, so you may get more than one number.

I myself do not fully understand the following:

"the finished floor elevation (meter) above mean sea level of all buildings on the complex"

What measurement am I looking for?
