Subject: Article about NASA technical writers?

A colleague asks:

> About 15 years ago, I stumbled on a fascinating article about work
at
> NASA for technical writers. EVERYTHING had to be signed off before a > change was made. [...] > > Anyone know about this article? I do a Google search for it now and > then, but nothing comes up.

Does this ring a bell with anyone?

I googled the archives for references to NASA tech writers using the following search terms:

nasa writer tech OR technical site:techwr-l.com/archives

... but came up dry.
